WASHINGTON, D.C. – U.S. Congressman Tom Cole (OK-04) made the following remarks on the House floor today regarding H.R. 3962, new health care legislation introduced by House Democrats late last week.
WASHINGTON – Congressman Tom Cole (OK-04) gave the following statement on the House floor regarding Congressman Wes Watkins. Today the House of Representatives passed H.R. 1713, a bill designing a post office in Bennington, Okla. as the "Wes Watkins Post Office."
Mr. COLE: "Madam Speaker, it is a great privilege to be here with my colleagues and participate in honoring our former colleague in this Chamber, Wes Watkins. Usually when you come down to the floor on an occasion like this, you are armed with all sorts of wonderful prepared remarks, and you lay them out.

"Mr. COLE: I thank the gentleman for yielding. And, Madam Chair, I rise to oppose this Democratic budget. As we have heard repeatedly tonight, it spends too much, it taxes too much, and it borrows too much.
But I want to be fair to my friends on the Democratic side. There is one area of the budget where there is a glaring exception to that rule, and that is the defense of the United States of America.

Madame Speaker, I rise today to speak to H.R. 2 and the State Children's Health Insurance Program in general. Like many of my colleagues, I have been supportive of the underlying legislation. However, the way in which the underlying legislation has been brought forward under a closed rule is unforgiveable. This is simply just one more example of the majority taking away the right of the minority to offer any type of substantive amendment or change to the legislation.
